At least that was my impression when I started working in service stations back in the early 1960's. The people who used them were a bunch of cheapskates too stingy to buy real whitewalls, also! After a few miles, they had a nasty habit of sticking out an inch or so away from the sidewall.

Every day the owner would have a stack of them for me to do and in the stack were usually 3-4 porta walls. Some worked OK some were a pain. On tires that had been changed a few times the porta walls were even more pain in the rear, and harder to get seated. I expected that they were at best a temporary solution. Personally, I think trucks should have black wall tires. The problem is that my wife likes the white walls. I might get the porto-walls and when they fall off I would say "Oh, what a shame!"
