Seems the bumper/bracket and valance panel were under tension. With a bit of persuasion it will go back but I am putting on bumperettes and cannot get a good grip on the bolt when it goes into the holes. I did consider removing the entire bumper assembly including the brackets and putting it back piece by piece. that's what I have discovered so far.
