is the rear fender suppose to be centered on tire chevy

The rear wheels are not centered in the opening.

At rest, they are more towards the front.

The spring shackles are at the rear, as the spring goes up, the wheels move towards the rear in the opening (I think).

Yes, they look "forward". My panel was the same way.
