my 54 engine is stuck. Looked at the valve lifters and they are all stuck (looks like un run rebuilt with moisture) is there any easy way to remove them from the block without removing block and or cam?

I think I would pull the block. If it is that bad...it is that bad everywhere.
Get some KROIL. It works better than anything to help unstick engines.

Propane torch- - - -Kroil- - - -torch- - - -Kroil, etc. You won't get the lifters hot enough to damage them and the block will absorb much more heat than any small torch can produce. After several heat/oil cycles, use vise grips to wiggle the lifters around.

Definitely do a full teardown- - - -you're going to find rust everywhere.

Bill, it isn't what you want to hear, but if the lifters are rusted to the block, imagine the pistons, cam, rocker assembly, valves, etc. Even if you have the very best of luck and you get it running, it wont run very well for very long. Plan on a full teardown and rebuild. Its a few grand to get the machine work done, but you wouldn't hesitate to spend that on your newer driver, and it's well worth the peace of mind. Jerry knows.

The problem with the 54, the valve cover has slots in it that allow air, dirt, water, etc to enter the engine. If it wasn't properly covered, it needs a full rebuild. Do IT and yourself a favor and just tear the whole thing down. Don't force anything and treat it very delicately. Once you have done it right, you won't be able to wipe the smile off your face! Find a good engine machine shop, check out this article so it helps you understand what you are up against..

Listen to what the guys are telling you. Have an "un-run" rebuilt 261 that had 5 stuck lifters and a bad #2 rod bearing.
Pulled head and kept going. Pulled engine, rods and everything else covered with a light brownish rust. Did a full tear down, cleaned everything up including a couple new rod bearings and all is now well. Ready to put it in and fire it up......and yes, the engine was sealed up to the point I thought it was pretty good...yeah right!
