I'm thinking about adding corn starch or ??? to make it into a sort of gel that I can paint on the inside of the cab to remove surface rust. Think this might work? Any suggestions on how to improve the idea?
Yes I do think too much and it is painful, but I just can't help it! It's what I do!

because you enjoy trying to make you own, then
go for it. The best that I have found is
lye and water but you must be very.... careful.

I think I subjected my body to way more than enough chemicals in the 70's, don't need to add any more burdens to my system unless necessary.

You could hold the sheeting in place with a lot of magnets? Otherwise I would think that it would dry out.
Is the Cab free from the truck? Can you lay it on its back? If so the just make a Tray that is, say 6" deep and line it with plastic.
