Things I would try: Dump the coolant for now run with just water, later go back to only miminum coolant. Make sure ALL air is out of system. Check timing using a vacuum gauge and set to peak reading. I'd put on a mechanical fan and use a pusher out front as a backup for hot days and in traffic. If all this fails try another radiator.
