Whenever I ground wires I always clean up the spot and throw in a lock washer that has the teeth and a dab of die-electric grease.

The lock washers help scrape up the metal and make a good contact point.

Like joker says check out the contacts where the bulb actually touches. Ive had corrosion in there to thats made my lights not work.
