Yes you do need to remove the panel with the lock to access some bolts. It will seem like there is no way it will ever fit, but it does. I left everything loose until I had all the bolts in. I used several drift pins and longer bolts in some spots to get things started. It is a painful, long process. Take your time and it will work.
