GOOD NEWS!
That edge piece was in fact the spring retainer. There are slots in the housing to capture it!
The edges of the top pieces are registering on the roller bushings and the finger fit right into the turn signal switch hole... (all this high falutin' wordology).
The gist of it, all is now assembled and working as it should.
