mostly I think you should just forget the sleeving thing. These engines aren't that hard to come by. And .060 over is just fine, you can go .080 if you really get down to it. People don't tend to just sleeve engines as a matter of course, maybe one cylinder if it gets damaged, but not the whole engine. You can probably get away with getting the head that fella mentioned to get extra compression, along with an overbore, should set you up fine for compression.
