the only time a ground wire to a points distributor body might be useful is if the shaft is so worn the distributor wobbles around when running - I had intermittent problems on a GMC 228 that were due to that .... but if you have strong spark to the plugs and fuel into/out of the carb, than not starting would seem to be a timing issue
