I think I understand your question....the handle should not spin "on the shaft". The pin should go in and be flush on each side if the pin is holding the handle to the stem.....

I've seen a handle or two that appeared as if the stem is PRESSED into the stem. If this was/is the case then somone can drill a hole in it, and the bezel,and put a roll pin in it to stop the very thing your talking about. I've not had many handles to check but have seen both instances in my day. Someone will come along shortly and get us both straight!!!

The only other thing I can think of is if the square hole the handle stem goes into is totally rounded out and letting it turn round and round.
