No, the starter drive is also sometimes called the bendix. It has the gear on the end that actually engages the fly wheel. If you didn't replace that, then I would bet that is your problem. The fork you mentioned goes into the groove on the starter drive (bendix).
If you tried to clean it then the grinding would only get worse. (Don't ask me how I know). LOL
If you did replace it, did you compare the length of the old one to the new one? If it is not the right length, it won't engage the fly wheel properly. And these old stovebolt six cylinder starters use a longer starter drive. (Or at least the stomp starters do).
