It sounds like you have an actual PCV system on this 261, not a road draft tube. There is a valve.
The road draft tube system doesn't have any hoses at all, just a vented cap and a tube going from the block in front of the distributor down to below the oil pan. Road draft tubes let out quite a bit of funky vapor unless you are moving.
