some say you should pump it a few times before you install it, I installed one on my 235 awhile back,, no problem, dont recall if I primed/pumped it first all not... not likely you got a bad pump that would do nothing,,and if it bolted on ok, you should have the plunger in but,,,,,,,,,,,,,,,maybe someone else will chime in.........
