I have had rubber fuel lines thicken up internally and choke off flow without any evidence on the exterior. You might want to replace any rubber hoses, and check to make sure fuel dribbles out of the line if you unhook it from the suction side- these pumps need some gravity feed to work right.
Also check the flow at the outlet of the fuel tank, it should gush out when you remove the line.
