The short answer is, yes. You would be crazy to try it with a 1/2-ton, heavy or not. Most especially on a trailer with no brakes. Even if it was loaded so perfectly that you could lift the tongue by hand, the tires and brakes on the towing vehicle just are not up to a random moose encounter, for example.
