Here's a truck we built at our shop that was the same price--$25,000. You can see what that should buy for you AND let the shop make a fair profit. It's an AD not a TF but hammering, painting, etc are the same whether on a Packard or a Yugo. Notice the a/c, p/s, pb, V8, a/t, Dolphin guages, CD/stereo, tailgate chain eliminators, hidden fuel fill, clean bed, and a CLEAN ENGINE BAY. Maybe there is a buyer for each seller but, I'd avoid this like the plague even if it had a title, current registration, and a full tank of gas.
