Just put them on with screws. Save the welder for things that need to be welded.
As pointed out, spring steel loses it's springiness when heated. Weld it on there and all you have is a piece of mild steel welded to your wheel that is going to bend when you put a hubcap on. Then you can grind the weld off and put another clip on right.
