On a newly rebuilt engine I’d suspect a wiped exhaust lobe. Pull the valve covers & have someone spin the engine while you see if you have equal movement of the rocker arms (Pull the coil wire to keep it from starting). I’m assuming that it’s a flat tappet cam.
