The Carter has 7 screws, plus one has to remove a clip; no problem.

Another possibility since you replaced the tank, is a speck of dirt on the fuel valve seat.

What is sold as gasoline, ethanol or not, tends to leave a residue behind on fuel fittings, in the fuel line, etc. Removing or replacing any of the fuel system can result in some of the residue breaking loose, and traveling forward.
