The notched frame is fairly typical on installations that are intended to be slammed. They generally use airbags instead of springs between the control arms and do not handle rough terrain well.
You honestly might be better off taking this setup off and getting a crossmember to install (and reuse the rest of your parts) than trying to manipulate this into something that you are happy with.
