That's what I have. When not installed in tank I hook up signal wire and tightened nut then I place the ground wire on the top of unit . The gauge goes to empty as I raise the float the gauge rises up to full. At wits end

When you test it outside the tank, are you holding it upright the same way it sits in the tank? If the pot is loose/wonky then orientation would matter.
