I’m assuming you mean gauge not garage.

I believe what 2manyTrucks means is the orientation of the gauge requires the ignition to be powered for the gauge to overcome gravity and register the level of the tank. Once the ignition is shut off gravity takes the pointer down to E.

If you short the wire at the sending unit with the ignition on and tap the gauge, will needle move down?
