If :
- the metal is thin after removing all rust
- you are striving for a good driver as opposed to a show car
- you are not inclined or able to cut & weld

You could laminate fiberglass wetted with epoxy resin over a broad area. Mask the area , work the resin with a plastic squeegee for uniformity, 2 lams of 8 oz.cloth applied in one app.

( JBWELD was mentioned- that is a form of epoxy.)
Polyester resin costs less , but epoxy resin will bond more securely.

This advice maybe looked at with skepticism by those who are committed to welding, but I believe that glass reinforcement is a viable option. I have had good results with it.
