I would take the transmission cover off and put it in a garbage can with some citric acid from the bulk store after scraping the loose rust off ,cost you about 5bucks soak for a day or two depending on your mix . The rest of the floor break out the wire wheel and a few discs and after you are satisfied with the clean up put your favourite rust stopper and paint.
