New outer panel welded in place. Still need to do some additional work but at least it looks pretty good so far.
The vendor agreed to ship me the correct inner panel and a shipping label to return the incorrect one, there inventory was shelved incorrectly so hopefully no one else got caught up in the problem before it was corrected.
