Don, thanks for the comments. Yes, the ground to the sender is good from the sender to the frame. Used a little emery cloth to ensure the connection is good. I also added a ground wire from the cluster housing to the frame. I have conductivity from the sender wire at the gauge to the sender ground wire. But I did not pay attention to what the resistance was. Something else I will check today and make sure I have a 0-30 ohm sender. It was supposed to be 0-30 but you never know.
