A better idea, if possible, would be to remove the bumber and bolt the tow bar directly to the bumper mounting brackets on the frame.
Here is how I connected mine on my 1964 Chevy C60. I just use the tow bar to move my truck around the yard as opposed to over the road. However, I'd be a bit concerned if it were mounted to the bumper...
