From the pics you posted, it didn't look like it was retained by the clips, but hard to tell for sure.

I don't think you'd have an issue with unbending the clips and rebending them. You shouldn't need to heat them, as they're mild steel, but some heat might help get them back in place.

If the shop screwed up, you should be able to get them to replace it, but I wouldn't be afraid to try spinning that leaf. Even if it doesn't work, they'd probably replace it if you document the as-received condition.
