Based on the spacing to the end of the adjacent leaves, I think that one is assembled 180 degrees out. The center bolt isn't in the true center of the spring pack (lengthwise).
Do the ends of the offending leaf match the position on the other spring? Try spinning that leaf 180 degrees.
