Buoymaker nailed it! Your own photo shows that the rocker pivot shaft standoff is not bolted down to the cylinder head all the way. No wonder there's an excessive gap. Maybe the bolt is cross threaded, or there might be some other reason for the big gap betweeen the stand and the head. Fix that, and the problem will go away.
