Your calculation assumes 100% volumetric efficiency, which will not happen.
The math also assumes an intake stroke on every revolution, it's every other.
Using 95% VE, the 250 needs 302 CFM.
The problem is not size, but how the internal circuits have been designed - for a smaller engine.
