How is the outer cowl attached to the A pillar and what is the best way to remove it?
The trick with the spotweld cutters is to use a center punch (but the sharper one that the censor won't let me type) in the center of the weld for the pilot to ride in. The downside of the hole-saw style spotweld cutters is you have to go back and remove the center part of the outer panel spotweld.
Like Brad said, consult the FAM for locations, but unless you have a full set of spotwelder tongs that will reach in that far, you'll need to use plug welds instead of spot welds to put it back in place.
