If you sand off the paint along where the spotwelds are located, paint will remain in the divots caused by the spotwelder. I use a 3/16" or a 1/4" drill bit and carefully drill through the cowl panel without going all the way through the panel underneath. Good spotweld cutters are expensive, but they work. Cheap spotweld cutters have frustrated me, which led me to the drill bit method.
