Look at your last post. What you've shown is that the starter is not in the circuit. You're measuring the voltage at the starter post, and it's not changing at all. That solenoid has to be bad.

I have a rule when it comes to fixing things. Replace the cheapest parts first. Buy a new solenoid and install it. If that doesn't fix the problem, then get a new starter. Solenoids go bad a lot more than starter motors do.
