That starter does not have a "solenoid". What are you working on that you're calling one? If you're referring to the push button on top of the starter, that's just a simple switch. The starter drive gear is engaged mechanically, not by solenoid action. try this- - - -super-glue a nickel or a flat washer on top of the switch button. It looks like the foot pedal linkage is not pushing the button down far enough to engage the contacts and make the starter motor turn.

If that trick makes the starter turn, then fix the worn spots on the pedal linkage- - - - -there are several places where holes can elongate or rod ends can wear undersize. There are no adjustments.
