Right, I forgot about the braces and the reinforcing panel. The same could apply to the screws holding those on. Drilling the heads off the screws would work there, too.
You should be able to get penetrating oil on them. Even a propane torch works to heat them, but of course they aren't as pinpoint as an OA set, so the paint surrounding them (if any) would suffer.
