Fix the choke cable. It is not likely causing your issue, but it will be much easier to start once you figure out what IS wrong.

1) You have compression. Your timing gears are not bad.
2) You have spark. It needs to be at the right time.
3) You have gas. You may have bad gas.

That's all there is to it.
Focus on each one of these.
