Bad idea. Too much torsional force involved with manual steering to pull off what you are trying to do. Power steering is the only safe way to use a tilt steering column IMHO.

I'm sorry, that's false and misleading.
There's no problem with using tilt with manual steering.
EdPruss has you on the right track. If the column is well supported at the dash and firewall (and you may want a better brace between the dash and firewall as well), you'll be good to go with following his instructions.
