There's no problem with using tilt with manual steering.
EdPruss has you on the right track. If the column is well supported at the dash and firewall (and you may want a better brace between the dash and firewall as well), you'll be good to go with following his instructions." (46gmcpu)

I would like to add that anyone attempting to do this modification needs to be certain that they know what they are doing for the sake of safety for the rest of us sharing the road.
