If you replace the lifters you should replace the cam. Each lifter is matched to its camshaft lobe . . .
New cam - new lifters.
New lifters - a new cam would be nice, but not necessary, unless a bad lifter scored a cam lobe.
In any case, new lifters need to be broken-in following an appropriate procedure (and use extra ZDDP during break-in).
