If you have more than 1/3 tank. And your sender and it showed 11ohm that would indicate a problem with the sender. Either the sender or ground wire as suggested earlier.
Your earlier sender ohm test showed it was good
Check that ground wire from the sender as suggested earlier
Where is that wire grounded?
