Thanks for all the help with this. Grinding the lead in on the alignment rings did the trick and the engine is now running quietly and smoothly, with no perceptible exhaust gas leaks at the manifold. I did not have any sockets that would fit on the inner bolts and the torque wrench so I did those with an open end and a guestimation. I think I need a crow's foot type wrench for that.
