It went thru even though I had no bill of sale and a 3rd party sold me the vehicle. If you are titling in state it should not be a big deal to photograph the VIN tag, provide a bill of sale, and even take the previous owner with you to the titling authorities. Don't do anything with the vehicle until you have it in your name. Why? Plenty of horror stories exists where time, money, and effort spent foolishly and when change ownership and unable to to so for complicated reasons. Good luck. I'd try that first... If the owner is not known, some states will tell you who the last known owner was based in the vin number. If you go this route, have the engine serial number with you as well (that may be the number that was put on the old title).
