Especially for a truck where one is likley to use the rear of the running board to access the bed. If they are not there I would add them. The gap between the two is usually filled with a welting strip. Welt strips looks like (to me) a 1" piece of vinyl wraped around a piece of plastic clothesline.

My boards do bolt up to the fenders - 1/4" bolts I think. Won't take much load but pull everything together.
