I would like to apply decals on the tailgate letters over the base coat, can I apply the clear over the decals ? Also found out today there is a shelve life to primer hardeners, two weeks it said in the small print. To bad this error cost me a quart of primer.

Wow... two weeks? What brand are you using?
Just so other know to avoid it, the brand I use (SPI) lasts a year.

I see nobody has answered your question yet and neither can I.
I put my decals on after the clear.

I have cleared over decals several times. I like to do it that way, but, I have been told that the decals may lift. It always seems to be at your own risk, although I have not had a problem.

Yep you can clear over decals. The Indy car shops here in town use to do it all the time. Mainly for the Indy 500, to get that tenth of a second advantage over the other guy, now the big boys paint them on.
The primer shelf life is after it is mixed with the hardener.

You could use an "inter coat" over the decals before clearing. That's what it's designed for I believe. Protecting art work layers.
