I just got a brand new front panel for my 57 from a nice guy in North GA and I want to get a primer on it. I will be using Zerorust red oxide for the primer. Should I roughen up the panel as it is? With a orbital sander or will steel wool suffice?

Brand new panel - does it have the black primer on it? the gray pads (ultra) are are the last and they are equal to about 400
the only time we use that on existing surfaces are on a fairly fresh paint. | | |
