Thank you for your response. Like you I think it is an electrical part. I think the part may have come off either inside or outside the firewall, floor and not the headlight buckets as I only have one. It does not look familiar. I did not take the heater apart. Maybe it goes inside the heater.

Bolt under the floorboard to keep pedals from hitting metal to metal.
