So you can turn the drums, correct? Is there any movement between the drum and the hub? If not you need to smack them with a hammer just outside of where the studs are. Go around in a circle and eventually you will see puffs of rust coming out. At some point you will be able to pull them off a bit. A brass hammer would be best, as it is less likely to damage the wheels studs if you miss than a steel hammer.
